One of the causes. The other was delayed releasing of dam waters resulting in having to release all together. Of course unprecedented rain is the prime cause.
To avoid human mistakes due to ignorance, arrogance or to prove a point, we need qualified, knowledgeable and matured people calling shots to tackle calamities like this
