Uttra Pradesh, West Bengal and Maharashtra reported the highest number of crimes against women in 2015, according to data released by the National Crime Records Bureau (NCRB) on Tuesday 31.8.2016.

 

राष्ट्रीय अपराध अनुसंधान ब्यूरो की नवीनतम जानकारी के अनुसार वर्ष 2015 में भारत में महिलाओं के साथ अपराध के कुल 327394 मामले दर्ज किए गए. महिलाओं के साथ सबसे ज्यादा अपराध उत्तरप्रदेश में (35527) दर्ज हुए. इसके बाद पश्चिम बंगाल (33218), महाराष्ट्र (31126), राजस्थान (28165), मध्यप्रदेश (24135) का स्थान आया है. बड़े राज्यों में तमिलनाडु में सबसे कम मामले (5847) मामले दर्ज हुए.UP,

अगर कभी भेदभाव करने वालों पुरुषों

को एक बार भी  गर्भ भार सहना पडता ,

शिशु  जन्म वेदना सहना पडता.

        तब तय है,

 वे  जान जाते ,

उनकी माँ ने कितनी पीडा झेली हैं

उनके लिये.

वे भेदभाव करना भूल,

वामा का, नारी का

सम्मान करना सीख जाते।

हाजी अली दरगाह के भीतरी भाग तक महिलाओं को जाने की इजाज़त मिल गई है.बॉम्बे हाइकोर्ट ने 2012 से महिलाओं के जाने पर लगी पाबंदी को असंवैधानिक बताते हुए हटा लिया है। पर कुछ नापसंदगी के बयान आ रहे हैं।

यह विचार कुछ अनोखा है,

वह सिर्फ जन्म दे सकती है।

मृत्यु  के समय शामिल होने के अधिकार,

का  निर्णय कोई अौर लेगा।

यह समस्या धर्म का नही

समाज का है।

                     जो  उन्हें चाँद पर तो भेजता हैं 

 पर…………….

                    ऊपर वाला भी सोंचता होगा,

मेरी सबसे खुबसूरत, बेहतरीन

रचना का क्या हश्र  हो रहा है?

Mother Teresa (Noble Peace Prize 1979 ) ,  devoted her entire life to helping others. She was also known as Blessed Teresa of Calcutta,(August 26th of 1910 – September 5 of 1997)

Dashrath Manjhi -Mountain Man  single-handedly carved a path through a mountain in 22 years using only a hammer and chisel  to make a short cut rout to near by town. Because in the remote village his wife died , as she could not get medical facilities on time.

A poor tribal man in Odisha walked nearly 10 -12 kilometres with his daughter, carrying his wife’s body on his shoulder, after he was denied a mortuary van from a government hospital.

एक ने पहाड़ का सीना ,

चीर

बीमार पत्नी को समय पर

 इलाज ना दे पाने पर ,

पर्वत में राह बनाया.

वह था दशरथ मांझी.

दूसरे ने पत्नी का हर कर्ज

चुकाया ,

ना जाने कितने दूर ,

काँधे पर उसका शव उठा ,

दाना मांझी

मीलों चलता आया.

सिर्फ पत्नी धर्म की बातें

होती हैं.

पुरुषों के इस समाज में

पति धर्म निभाने वाले ऐसे भी

लोग होते हैं.

(बिहार  में दशरथ मांझी के माउंटन मैन बनने  की कहानी उनकी पत्नी  और अस्पताल के बीच खड़े  पहाड़  की देंन हैं. वक्त  पर इलाज नहीं मिलने से  वह  चल बसीं. तब इस गरीब मजदूर ने सिर्फ एक छेनी और हथौडी की सहायता से अकेले , पहाड़ के बीचो बीच रास्ता बनाया. जिससे 55  किलोमीटर का रास्ता मात्र 15 किलोमीटर    रह गया. इस काम में उन्हें 22 साल लग गये.

.  उडिसा के एक अस्पताल में निर्धन दाना मांझी की पत्नी की  मृत्यु हो गई. कोई व्यवस्था ना देख , दाना ने पत्नी के शव को कंधे पर 12 किलोमीटर की दूरी पर , श्मशान घाट ले गये   

 वेदना  और हृदय की पीडा को कर्मठता में बदल देने वाले नायकों को सलाम  )

बच्चों के साथ हो रहे यौन अपराधों को नियंत्रित करने के लिए “प्रोटेक्सन ऑफ चिल्ड्रेन फ़्रोम सेक्सुयल ओफ़ेंसेस” कानून बनाया गया। यह लगभग तीन वर्ष पहले बच्चों के सुरक्षा के लिए बनाया गया कानून है।

बच्चों के इस कानून में एक नया कदम लिया गया ही।   इसके लिये ई- बाक्स लान्च  किया गया है। जिससे ज्यादा सरलता से सीधे शिकायत दर्ज किया जा सकता है। इससे गोपनियता बी बनी रहती है।

हमारे देश में बच्चों के लिए कड़े कानून की जरूरत कई बार महसूस की गई। पहले भारत में बाल मुकदमों की प्रक्रिया जटिल और थकाने वाला था। अतः भारत की संसद अधिनियम में 22 मई 2012 को बाल यौन शोषण के खिलाफ बच्चों का संरक्षण कानून पारित किया।

आज विश्व में बच्चों की सब से बड़ी आबादी भारत में है । हमारे देश में लगभग 42 प्रतिशत आबादी अठारह वर्ष से कम उम्र के बच्चों की है। अतः बच्चों का स्वास्थ्य और सुरक्षा महत्वपूर्ण है। ये बच्चे भविष्य की अनमोल निधि है।
यह अधिनियम अठारह साल से कम उम्र के बच्चों के लिए बनाया गया है। यह बच्चों के स्वस्थ, शारीरिक, भावनात्मक , बौद्धिक और सामाजिक विकास सुनिश्चित करने को महत्व देता है। बच्चे के साथ मानसिक या शारीरिक उत्पीड़न या दुर्व्यवहार दंडनीय है। इस अधिनियम के तहत कठोर दंड का प्रावधान है ।

बच्चों के साथ हो रहे यौन अपराधों को नियंत्रित करने के लिए “प्रोटेक्सन ऑफ चिल्ड्रेन फ़्रोम सेक्सुयल ओफ़ेंसेस” कानून बनाया गया। यह दो वर्ष पहले बच्चों के सुरक्षा के लिए बनाया गया कानून है। पर यह कानून बहुत कम लोगों को मालूम है। अतः इसका पूरा फ़ायदा लोगों को नहीं मिल रहा है। इसलिए लोगों के साथ-साथ बच्चों और सभी माता-पिता को भी इसकी समझ और जानकारी दी जानी चाहिए। साथ ही बच्चों में सही-गलत व्यवहार की समझ और निर्भीकता भी विकसित किया जाना चाहिए। इसके लिए जरूरी है कि सभी माता-पिता बच्चों की सभी बातों को सुने और समझे।
लोगों में जागरूकता लाने के लिए मीडिया, लेखकों, पत्रकारों को सहयोग महत्वपूर्ण है। अतः कलम की ताकत का भरपूर उपयोग करना चाहिए।
